[laptop-mode] Building RPM for Fedora 11

When I tried to install the compiled rpm from the original spec file, the
error was missing packages lsb-base and util-linux. I figured out that in
Fedora the equivalent packages are redhat-lsb and util-linux-ng. This is
exactly what the patch does.
