Is it likely that you'll get around to making it possible to install to /usr/local, or do I need to try and hack the scripts, etc?

Thanks - that's what I figured. It would be kind of nice if things worked in a "./configure --prefix=/usr/local --sysconfdir=/usr/local/etc" kind of way though :)

Well then it probably could be changed in there.
Nope, the scripts are riddled with hard coded paths. The DESTDIR parameter to install.sh is intended for distro package managers, which usually want to install into a folder that has the same layout as the real file system. It has nothing to do with local/nonlocal. Changing this would require some real work in the software.
Cheers,
Bart
